The Short Answer
Florida licenses mold assessment and mold remediation as two separate professions. Under Florida Statute 468.8419, a mold assessor may not remediate a structure they assessed within the previous 12 months, and a mold remediator may not assess a structure they remediated within the previous 12 months. The point is to keep the company that defines the problem from profiting from the size of it.
Two Licenses, Issued By The State
Mold-related services are regulated under Chapter 468, Part XVI of the Florida Statutes and licensed by the Department of Business and Professional Regulation. Assessor license numbers begin with MRSA. Remediator license numbers begin with MRSR.
The statute defines mold assessment as a process performed by a mold assessor that includes the physical sampling and detailed evaluation of data obtained from a building history and inspection to formulate an initial hypothesis about the origin, identity, location and extent of amplification of mold growth of greater than 10 square feet.
It defines mold remediation as the removal, cleaning, sanitizing, demolition or other treatment, including preventive activities, of mold or mold-contaminated matter of greater than 10 square feet that was not purposely grown at that location.
The 12-Month Rule
Section 468.8419 lists what each license holder may not do. A mold assessor may not perform or offer to perform any mold remediation to a structure on which the assessor or the assessor's company provided a mold assessment within the last 12 months. The mirror image applies to remediators, who may not perform or offer to perform a mold assessment on a structure they remediated within the last 12 months.
The statute includes an exception for certain state-certified contractors. If that might apply to a company you are dealing with, ask them to show you in writing how they comply.
Why The Law Separates Them
An assessment defines the job: where the contamination is, how far containment should extend and what the cleanup has to achieve. If the same company then bills for that cleanup, every finding it makes is also a line on its own invoice. Separating the two roles removes that pressure from the diagnosis.
The same logic applies at the end of the job. Clearance testing is the check that the remediation worked. The company that did the work should not be the one grading it.
How To Check A License
Every Florida mold assessor and remediator license can be verified on the DBPR website by name or by license number. Check that the license is current and active, and that it is the right type for the work being offered, before anyone starts.
